Before signing Form 2848, review the matters and periods you are authorizing
Prepare a clear discussion about the representative, tax matters, periods and limits on Form 2848 before granting authority.

Applies to: U.S. federal Form 2848, Power of Attorney and Declaration of Representative; January 2021 form, September 2021 instructions and July 8, 2026 IRS update checked October 5, 2026. Educational preparation only; no authorization is submitted.
A request to sign Form 2848 should come with a clear explanation of the work to be handled. “Help with my taxes” leaves too much room for misunderstanding. Before reviewing the completed form, write down the specific question, the relevant return or notice, and the period involved.
Form 2848 authorizes an eligible individual to represent you before the IRS and gives access to confidential tax information within that authority. Eligibility matters; hiring someone for bookkeeping does not by itself establish their right to represent you. IRS Form 2848 overview.
Prepare a short scope sheet
Use a private working note to organize the discussion. Record the taxpayer or entity, the representative’s name, the reason for the engagement and the documents behind it. Keep tax identifiers in the approved secure records, not in an ordinary shared task list.
- Describe the actual issue. Identify the notice or task the representative is expected to address. Avoid expanding the engagement merely because a template includes extra entries.
- Check the periods together. Compare the intended engagement with the draft authorization. Ask the representative to explain any additional period before you agree to it.
- Discuss the boundaries. Review additional permissions, restrictions and notice-copy choices with the representative rather than accepting unexplained defaults.
- Keep the reviewed version. After the authorized signing and submission process, retain the final copy and submission record in the same restricted folder.
For line 3, the IRS requires the matter, applicable tax form and specific years or periods. Broad entries such as “All years” are not accepted. The instructions also explain special-use handling and the remaining authorization fields. Use the current IRS instructions with the eligible representative rather than treating this checklist as a completed-form guide.
Discuss the July 2026 update
The IRS warns that certain entries on lines 5a or 5b cause an authorization to be recorded as “modified” on the CAF. This can prevent the representative from using the Transcript Delivery System for the covered matters and from establishing an installment agreement through Tax Pro Account. IRS July 8, 2026 update.
That operational consequence deserves discussion; it is not a reason to grant powers you do not intend. Ask how the proposed scope affects the planned work and what appropriate route remains available.
A practical review example
Suppose an owner requests help with a specific federal income-tax notice, but the draft authorization lists several additional years. The owner highlights the difference and asks why each period is included. The representative may explain a connected issue or revise the scope. The useful outcome is an understood decision documented before signing, not the fastest possible signature.

Questions about this review
Can I assume the form covers every federal tax issue?
No. Compare the intended work with the specific matters and periods shown, and ask about anything unclear before signing.
Should I remove a restriction just to make an online tool work?
Discuss the effect with your representative first. Convenience should not decide the authority you wish to grant.
What belongs in the handover file?
Keep the engagement explanation, reviewed final form, submission evidence and a note of unresolved questions together, with access limited to the people handling the matter.
