Form 8821: define the information access you intend to authorize
Clarify the recipient, tax matters and periods before authorizing someone to receive federal tax information.

Applies to: U.S. federal Form 8821, Tax Information Authorization; current IRS form revision January 2021 and instructions September 2021 checked October 3, 2026. No form is submitted by this guide.
A request to help with tax records should identify exactly what access is needed. Before signing an authorization, confirm who will receive information, which tax matters are involved and which periods belong in scope. A general instruction to “handle everything” leaves too much unexplained.
Start with the evidence
Form 8821 authorizes a designated individual or organization to inspect or receive confidential tax information for specified tax types and periods. It does not authorize the designee to represent you before the IRS, and it is not the form for requesting a copy of a tax return. The IRS explains its purpose on IRS: About Form 8821.
A practical review checklist
- Write down the business question that requires access, such as reviewing information for identified years.
- Confirm the intended recipient’s identity and contact details through an established channel.
- Match each requested tax matter and period to that purpose. Use the current form and instructions rather than a remembered version.
- Ask whether the work requires information access only or representation. Resolve that distinction before signing.
- Keep the signed copy and submission evidence securely, with a note of the scope and who is responsible for reviewing whether access is still needed.
A worked review example
Imagine a business owner asks a reviewer to inspect information for two named tax years. The review note identifies those years and the precise information question. A separate request later involves communicating positions to the IRS. The owner pauses to confirm the correct authorization for that different task instead of assuming the original information authorization covers it. This is a scope example, not a completed form or legal determination.

Questions about this workflow
Does Form 8821 appoint an IRS representative?
No. Resolve representation requirements separately using the IRS’s authorization guidance and an appropriately qualified adviser.
Should I authorize extra years just in case?
Define the purpose and review the actual periods needed before signing. Follow the current instructions for the entries you choose.
Can I put completed tax forms in a public enquiry?
Use the agreed secure document channel for confidential records. An initial enquiry can describe the question without exposing identifiers.
