TurboTax Desktop Error 190: check the required state module
Understand the missing-state-forms message before changing or replacing your original tax file.

Applies to: the TurboTax Desktop Error 190 message about state tax forms that are not installed. This is not a guide for TurboTax Online or an e-file rejection.
When an existing tax file will not open, first record the complete message. Error 190 has a specific documented context: the file requires state forms that are not installed on the computer. Do not infer that the return must be recreated from scratch.
The official recovery path
TurboTax’s Error 190 instructions say to start a new return, go to State Taxes and download the needed state modules. Then close and reopen TurboTax and open the original file. Additional state downloads may involve a fee depending on the product and what is already included.
Keep the original file identifiable
Before you begin, note the original filename and its location and retain a separate backup using your normal backup process. Keep any temporary work clearly named. The purpose of the documented new-return step is to reach the state download workflow; keep your intended original file distinct from that temporary context.
Check the tax year and Desktop edition you are using before proceeding. If you cannot match the message, product and original file confidently, ask official TurboTax support to confirm the route. Avoid buying an unrelated product simply because its name sounds similar.
Verify the outcome you actually needed
After following the applicable instructions, confirm that the intended file opens. Review that you selected the correct year and file, and note any remaining message. Opening a return does not demonstrate that it has been filed or accepted.
Error 190 questions
Does this apply to every file-opening error?
No. Match the full state-forms message to the vendor article; a different code may need another workflow.
Are state downloads always free?
No. Review the product’s own download and pricing screen before approving a charge.
Should I replace the original return with a new one?
Keep the original identifiable and follow the official instructions, which return to opening that original file.

TurboTax FAQs
Should I follow a Desktop guide in TurboTax Online?
Check the scope first. Desktop installation and local-file instructions may not apply to TurboTax Online.
What details help identify a TurboTax issue?
Record the edition, tax year, operating system, exact message and whether it happened while opening, preparing or transmitting a return.
Does opening a tax file confirm that it was filed?
No. File access and filing status are separate. Check the filing acknowledgment through the appropriate product workflow.
