Before changing Form W-4, gather the inputs for a withholding review
Prepare current pay and household income facts before using the IRS withholding tools or giving a revised W-4 to payroll.

Applies to: U.S. federal employee withholding, 2026 review. State withholding and contractor estimated-tax arrangements are separate.
A withholding review starts with the employee's current circumstances, not an old form copied without checking. For a business owner coordinating payroll, the useful task is to provide accurate payroll information and a clear handover. Do not choose an employee's elections on their behalf.
The IRS explains that employees can use its Tax Withholding Estimator and submit a new Form W-4 to their employer to change federal income-tax withholding. A payroll change and a tax-return filing are different actions. IRS employee tax withholding guidance.
A focused review checklist
- Identify the current tax year and use the current official form and instructions.
- Gather recent pay information and the income facts needed for the employee's review.
- Separate federal withholding from state or local withholding questions.
- Have the employee review the outcome and submit the completed form through the employer's secure process.
- Check a later payroll record to confirm the intended change was received and processed.
A hypothetical example
A hypothetical employee starts a second job. A form copied from the first job may not reflect the combined circumstances. The employee can gather current records and use the IRS guidance or a qualified adviser before deciding whether to submit revised instructions to either employer.
Keep the request date, effective payroll handling and any unresolved question clear. An estimate is not a promise of a refund or an exact year-end liability. If the facts change again, treat the next review as a new decision rather than silently reusing the previous result.
